Robbers have to blend in with the AI and can't have weapons. Cops are only allowed to shoot when they are certain that they found a Robber. Cops can shoot out tires while driving but they can only shoot at the Robbers on foot! Robbers get a little head start. The red Gates indicate the area border, do not go beyond them.
